The Hillman City Neighborhood Alliance Bylaws (November 2006)

Name: Hillman City Neighborhood Alliance (HCNA)

Mission Statement: Hillman City Neighborhood Alliance is an inclusive group of residents and business people dedicated to safety, beautification and fostering of our community spirit. Recognizing that our unique identity derives from our economic, racial and ethnic diversity, we seek to preserve this balance in Hillman City, while supporting the growth of business and healthy change.

Purpose: Hillman City Neighborhood Alliance will provide a forum to disseminate information and to encourage discussion of mutual concerns and to share ideas for solutions to those concerns among residents, businesses and community organizations.

Objectives: Goals and concerns identified annually at the January meeting by HCNA Members. Objectives identified in the past have been: BEAUTIFICATION, COMMERCIAL DISTRICT, COMMUNITY SPIRIT, SAFETY TEAM, TRANSPORTATION, INFORMATION SERVICES, GRANTS & FUNDING. (Objectives along with work plan will be added to the bylaws as an attachment.)

Membership Qualifications: Hillman City residents and business owners, ages 14 and older.

Boundaries: Hillman City Neighborhood Alliance recognizes the boundaries that are outlined below:

Voting: Each Hillman City resident 14 or older has one (1) vote. In order to vote, individuals must attend two (2) general meetings within one (1) calendar year, allowing them to vote at the third meeting. Non-resident Hillman City business owners and landlords, and non-residents who support or frequent Hillman City may attend meetings and provide input.

Meetings: General meetings are held during odd months, starting in January, the second Tuesday of the month, at 7 pm. The annual meeting take place in November, at which time elections for officers are held. The Board will then be confirmed in January. Executive committee meetings will be held on an as-needed basis. All meetings must be called by the Board.

Minutes: Minutes of each meeting will be taken on a rotating basis, with every member having the opportunity to take notes for the group. Minutes will be posted within one (1) week from the meeting date on the Hillman City Yahoo Groups site.

Committee Reports: Reports from each committee will be presented quarterly, or more often, as activities dictate. Decisions made between meetings by the Board or any other sub-committee will be posted as they arise. Reports will be filed on the Hillman City Yahoo Groups site.

Rules of Order: Unless otherwise noted, Robert's Rules of Order will be used.

Officers/Board: The Board shall consist of the Co-Chairs and Committee Heads. Only qualified voting members are allowed to be on the Board. Committee Heads shall be voted in by membership. Nominations of officers will occur one (1) month previous to the annual meeting (thus at the October meeting). Elections will occur at the annual meeting (in November). The Board is voted on in November and confirmed in January. No person shall head more than one (1) committee at a time. Committee heads will serve a term limited to two (2) years, to be approved annually.

Co-chairs (President): Two (2) individuals will share the traditional role of President. This role will share the administration and facilitation of the organization. They will share the duties of assuring that the HCNA is run effectively and efficiently. The duties will be divided (as agreed upon by the two (2) individuals voted into this position by the membership) and may include meeting facilitation, securing meeting locations, serving as contact/liaison with other community groups, setting up a meeting agenda, and attending Southeast District Council meetings.

Removal of Officers: Removal from the Hillman City Alliance Board will be based on improper conduct, to be voted on by HCNA members.

Committees: Committees will be decided based on objectives and goals set for HCNA and each committee will provide a work plan for review by members. The membership will vote for the creation of future committees as deemed necessary.

Membership in other organizations: Southeast District Council, Southeast Crime Prevention, and so on.

Quorum: A quorum of the members will constitute a quorum (with not fewer than five (5) members present, which will include one board member). In the event a quorum should not be present at any regular or special meeting of the HCNA, those members present may adjourn the meeting from day to day or to a later time on the same day until a quorum is present.

Notice: Agendas and planned votes must be presented to HCNA members one (1) week to three (3) days minimum before the next meeting. Notice of meetings and activities shall be made available on the HCNA Yahoo Groups site, and by reasonable efforts which may include the: HCNA calendar; HCNA web site; in the Southeast Journal; on fliers placed on Hillman City household doors, and posted at Hillman City and Columbia City businesses; a neighborhood phone tree; email announcements; and on a community kiosk (future project).

The HCNA Privacy Policy

The HCNA is committed to protecting your privacy. We use the information we collect about you to help distribute Hillman City neighborhood information to Hillman City residents and businesses by mail, email, or phone. Please read on for more details about our privacy policy.

What information do we collect and how do we use it?
  • When you access and visit the HCNA web site, we collect no personally identifiable information about you. Aggregate web site user information may be stored in our server log files, and may be used to enhance the HCNA web site.
  • When you email the HCNA Outreach Coordinator or Events Coordinator, they may collect your name, email address, street address, and phone number, as well as any additional information you may provide. This information may be used by the HCNA to contact you by mail, email, or phone in the future.
  • We may also use the information we collect to occasionally notify you about important HCNA or neighborhood events, or significant changes to the HCNA web site at www.hillmancity.org.

How does the HCNA protect your information?
Your information is collected and maintained only by the HCNA’s Outreach Coodinator. The Outreach Coordinator does not distribute this information, but instead controls and manages all communications delivered to individuals on the HCNA membership list. Your current contact information is strong-encrypted, and deleted data is regularly permanently erased, so that it may never be retrieved.

What about "cookies"?
"Cookies" are small pieces of information that are stored by your browser on your computer's hard drive. Currently, the HCNA web site does not use cookies.

Will the HCNA disclose the information it collects to outside parties?
The HCNA does not sell, trade, or rent your personal information to others. The HCNA may release personal information when we believe, in good faith, that such release is reasonably necessary to (i) comply with United States written law, or (ii) protect the rights, property or safety of HCNA officers, HCNA members, or others.

Your consent
By using the HCNA web site, or by sending email to the HCNA Outreach Coordinator or Events Coordinator, you consent to the collection and use of your information by the HCNA. If the HCNA’s privacy policy changes, we will post those changes on this page so that you are always aware of what information we collect, how we use it, and under what circumstances we disclose it.
